I do a lot of phpBB troubleshooting, and I have a real knack for it. Generally I can solve issues quite quickly, although some problems are infrastructure related and can only be solved by your web host or rehosting.
I will assess the problem for free and give you an estimate of what it would likely cost for me to fix it at the applicable labor rate. If I agree to do the work and it takes more time than the fee we agreed on, I will not charge you extra for it. I cannot necessarily solve all problems, but I can figure out most of them. In general, my success rate is I can solve more than 98% of problems. Most of these problems take 1-2 hours of work. I will give you an estimate as best I can before I start the work. If the work turns out to be trivial (takes 5-10 minutes) I usually bill for only half an hour.
